ASEAN — Russia Cooperation Mechanisms

The ASEAN Dialogue Partnership system took shape in the 1970s and is based on a system of dialogues with leading world powers through ministerial meetings, conferences and working groups.

ASEAN — Russia Joint Cooperation Committee (ARJCC)

The ASEAN — Russia Joint Cooperation Committee (ARJCC) was created to promote multifaceted cooperation between ASEAN and Russia. The Committee's objectives include increasing the efficiency of ongoing activities and identifying promising directions and means to enhance such cooperation.

The ARJCC formulates recommendations for the relevant authorities in the ASEAN member states and Russia and also considers and endorses cooperation programmes.

The ARJCC adopts the Terms of Reference of the ASEAN — Russia Dialogue Partnership Financial Fund (DPFF) and, if necessary, makes amendments and additions to them. It also approves the priority of financing joint events and programmes and considers and adopts the report of the Joint Planning and Management Committee (JPMC) and other mechanisms of the ASEAN — Russia Dialogue Partnership.

The ARJCC is comprised of Russian representatives, Permanent Representatives to ASEAN and the ASEAN Secretariat.

The ARJCC is co-chaired by Russia's permanent representative to ASEAN and the permanent representative of the country coordinator for ASEAN — Russia dialogue relations.

The Joint Cooperation Committee convenes at least once a year. Its meetings are not open to the public, unless otherwise decided by the ARJCC.

ASEAN — Russia Dialogue Partnership Financial Fund (DPFF)

The ASEAN — Russia Dialogue Partnership Financial Fund (DPFF) was established in June 2007.

The fund is used exclusively to finance the activities and programmes that have been adopted by the ASEAN — Russia Joint Cooperation Committee (ARJCC).

The DPFF is managed through the ASEAN-Russia Joint Planning and Management Committee (ARJPMC).

Russia — ASEAN Business Council

The Russia — ASEAN Business Council was established in 1998 to promote economic cooperation. The council's experts monitor the economic environment in regional countries, assess priority cooperation avenues and facilitate the creation of negotiation venues. The council members also help select business partners and assist the work of the Russian Chamber of Commerce and Industry in the region.

The Business Council also attracts professional investors from ASEAN member states to Russia and selects investment projects in ASEAN member states on favourable terms for Russian companies.
